《米大統領演説全文》
ブッシュ米大統領が１９日午後１０時１５分（日本時間２０日午後零時１５分）から行った対イラク開戦演説の全文は次の通り。（共同通信）
親愛なる米国民のみなさん。今この瞬間、米国と連合国の部隊はイラク武装解除に向けた軍事作戦の初期段階に入った。イラク国民の解放と、世界を重大な危険から守ることが目的である。
私の命令に基づき、連合軍はサダム・フセイン（イラク大統領）の戦争遂行能力を奪うため、重要な軍事施設に対する限定的な攻撃を開始した。これは広範で集中的な軍事作戦の初期段階だ。
この作戦には３５カ国以上が極めて重要な支援をしている。海軍、空軍基地の使用から情報収集や補給、戦闘部隊の派遣に至るまで。各連合国はそれぞれの義務遂行と、共通の防衛のための貢献という名誉の共有を選択した。
中東地域に派遣されているすべての米軍兵士よ。危機に直面している世界の平和と、抑圧された人々の希望は君たちにかかっている。その信頼は満たされるだろう。
君たちが対決する敵は、君たちの手腕と勇気を思い知ることになるだろう。君たちが解放する人々は、高貴で礼儀正しい米軍精神を目の当たりにすることになるだろう。
この戦争で米国が直面しているのは、戦闘に関する国際法規や道徳的ルールを顧みない敵である。サダム・フセインは市民の居住する地域に軍隊や兵器を配置し、罪のない男女や子供たちを自分の軍隊の盾にしようとしている。それは自国民に対する究極の残虐行為だ。
私は、連合軍が罪のない市民を傷つけないよう、あらゆる努力を払うことを米国人と全世界に知ってもらいたい。
イラクはカリフォルニアほど広く、地形は過酷だ。作戦は一部の予想よりも長く厳しいものとなる可能性がある。また、イラク人が統一され安定した自由な国をつくるのを助けるのには、われわれの長期的な関与が必要となろう。
われわれはイラク国民、彼らの偉大な文明、彼らの信仰に敬意を抱きつつイラクに行く。イラクに対する野心は何もない。ただ脅威を除去し、国民が国の支配を取り戻せるようにしたいだけだ。
従軍する兵士らの家族が、安全で速やかな帰還を祈っているのをわたしは知っている。何百万もの米国人があなた方と一緒に、愛する人の安全と無辜（むこ）の人の保護を祈っている。あなた方の犠牲に対し、米国人は感謝し、敬意を抱いている。任務が終わればすぐに部隊は帰還すると理解してくれてよい。
わが国はいやいやこの戦争に入る。だがわれわれの目的は確かだ。米国民と友邦、同盟国は大量破壊兵器で平和を脅かす無法者国家のなすがままになるつもりはない。
わが陸軍、空軍、海軍、沿岸警備隊、海兵隊が脅威に対抗し、あとで消防士や警官や医師らがその脅威に対抗しなければならない事態をなくすのだ。
戦争となった以上、その期間を短くするには圧倒的な力を用いるしかない。中途半端な作戦にはならないし、勝利以外の結果を受け入れないと約束する。
国民のみなさん。わが国と世界の危険は克服される。今回の危険を乗り越えて、平和のための働きを続けよう。われわれの自由を守り、ほかの人たちにも自由をもたらそう。そして勝利しよう。

My fellow citizens, at this hour American and coalition forces are
in the early stages of military operations to disarm Iraq, to free its people
and to defend the world from grave danger.
On my orders, coalition forces have begun striking selected
targets of military importance to undermine Saddam Hussein's ability to wage
war. These are opening stages of what will be a broad and concerted campaign.
More than 35 countries are giving crucial support, from the use
of naval and air bases, to help with intelligence and logistics, to the
deployment of combat units. Every nation in this coalition has chosen to bear
the duty and share the honor of serving in our common defense.
To all of the men and women of the United States armed forces
now in the Middle East, the peace of a troubled world and the hopes of an
oppressed people now depend on you.
That trust is well placed.
The enemies you confront will come to know your skill and
bravery. The people you liberate will witness the honorable and decent spirit
of the American military.
In this conflict, America faces an enemy who has no regard for
conventions of war or rules of morality. Saddam Hussein has placed Iraqi troops
and equipment in civilian areas, attempting to use innocent men, women and
children as shields for his own military; a final atrocity against his people.
I want Americans and all the world to know that coalition
forces will make every effort to spare innocent civilians from harm. A campaign
on the harsh terrain of a nation as large as California could be longer and
more difficult than some predict. And helping Iraqis achieve a united, stable
and free country will require our sustained commitment.
We come to Iraq with respect for its citizens, for their great
civilization and for the religious faiths they practice. We have no ambition in
Iraq, except to remove a threat and restore control of that country to its own
people.
I know that the families of our military are praying that all
those who serve will return safely and soon.
Million of Americans are praying with you for the safety of
your loved ones and for the protection of the innocent.
For your sacrifice, you have the gratitude and respect of the
American people and you can know that our forces will be coming home as soon as
their work is done.
Our nation enters this conflict reluctantly, yet our purpose is
sure. The people of the United States and our friends and allies will not live
at the mercy of an outlaw regime that threatens the peace with weapons of mass
murder.
We will meet that threat now with our Army, Air Force, Navy,
Coast Guard and Marines, so that we do not have to meet it later with armies of
firefighters and police and doctors on the streets of our cities.
Now that conflict has come, the only way to limit its duration
is to apply decisive force. And I assure you, this will not be a campaign of
half measures and we will accept no outcome but victory.
My fellow citizens, the dangers to our country and the world
will be overcome. We will pass through this time of peril and carry on the work
of peace. We will defend our freedom. We will bring freedom to others. And we
will prevail.
May God bless our country and all who defend her.

＜おまけ＞① イギリス首相の開戦演説
私は火曜夜に、イラクでの軍事行動に参加するよう国軍に命令を降しました。
英国軍は陸海空軍とも作戦に従事します。サダム・フセインを政権の座から追放し、大量破壊兵器の軍備を解除することが目的です。
この行動方針について、我が国内で深刻な見解の相違があることは知っています。しかし、私はまた、祈りと願いを我々の軍隊に送りつつ、英国民が団結することも知っています。彼らは世界で最も素晴らしい軍隊であり、彼らの家族と全ての英国国民は彼らを誇りに思っています。
今日の英国に対する脅威は私の父親の世代のものとは異なります。大国間の戦争はなく、ヨーロッパは平和です。冷戦はすでに過去の記憶のものとなりました。

英国は、他国の後ろに隠れていたことなどはかつてありませんでした。しかし、我々がたとえ隠れていたとしても、何の役にも立たないでしょう。
もしもテロリストたちが、たった今世界で製造され取引されているような大量破壊武器を入手すれば、彼らは大虐殺を始め、我々の経済、安全、世界平和に想像を越えるような深刻な打撃を与えるのです。
私の首相としての判断は、この脅威が現実のものであり、成長しており、英国がかつて経験した、通常の脅威とは本質的に異なる性質のものになっている、ということです。
１２年間、世界は、数十万人が死亡した湾岸戦争の後でサダム・フセイン大統領に軍備縮小を促し続けました。国連査察官たちは、炭そ菌のような膨大な量の生物化学兵器、VX神経ガスやマスタードガスの行方が、イラクではまだ未解明だとしています。

On Tuesday night I gave the order for British forces to take
part in military action in Iraq.
Tonight, British servicemen and women are engaged from air,
land and sea. Their mission: to remove Saddam Hussein from power, and disarm
Iraq of its weapons of mass destruction.
I know this course of action has produced deep divisions of
opinion in our country. But I know also the British people will now be united
in sending our armed forces our thoughts and prayers. They are the finest in
the world and their families and all of Britain can have great pride in them.
The threat to Britain today is not that of my father's
generation. War between the big powers is unlikely. Europe is at peace. The
Cold War already a memory.
But this new world faces a new threat: of disorder and chaos
born either of brutal states like Iraq, armed with weapons of mass destruction;
or of extreme terrorist groups. Both hate our way of life, our freedom, our
democracy.
My fear, deeply held, based in part on the intelligence that I
see, is that these threats come together and deliver catastrophe to our country
and world. These tyrannical states do not care for the sanctity of human life.
The terrorists delight in destroying it.
Some say if we act, we become a target. The truth is, all
nations are targets. Bali was never in the front line of action against
terrorism. America didn't attack Al Qaida. They attacked America.
Britain has never been a nation to hide at the back. But even
if we were, it wouldn't avail us.
Should terrorists obtain these weapons now being manufactured
and traded round the world, the carnage they could inflict to our economies,
our security, to world peace, would be beyond our most vivid imagination.
My judgement, as Prime Minister, is that this threat is real,
growing and of an entirely different nature to any conventional threat to our
security that Britain has faced before.
For 12 years, the world tried to disarm Saddam; after his wars
in which hundreds of thousands died. UN weapons inspectors say vast amounts of
chemical and biological poisons, such as anthrax, VX nerve agent, and mustard
gas remain unaccounted for in Iraq.
So our choice is clear: back down and leave Saddam hugely
strengthened; or proceed to disarm him by force. Retreat might give us a moment
of respite but years of repentance at our weakness would I believe follow.
It is true Saddam is not the only threat. But it is true also -
as we British know - that the best way to deal with future threats peacefully,
is to deal with present threats with resolve.
Removing Saddam will be a blessing to the Iraqi people. Four
million Iraqis are in exile. 60% of the population dependent on food aid.
Thousands of children die every year through malnutrition and disease. Hundreds
of thousands have been driven from their homes or murdered.
I hope the Iraqi people hear this message. We are with you. Our
enemy is not you, but your barbarous rulers.
Our commitment to the post-Saddam humanitarian effort will be
total. We shall help Iraq move towards democracy. And put the money from Iraqi
oil in a UN trust fund so that it benefits Iraq and no-one else.
Neither should Iraq be our only concern. President Bush and I
have committed ourselves to peace in the Middle East based on a secure state of
Israel and a viable Palestinian state. We will strive to see it done.
But these challenges and others that confront us - poverty, the
environment, the ravages of disease - require a world of order and stability.
Dictators like Saddam, terrorist groups like Al Qaida threaten the very
existence of such a world.
That is why I have asked our troops to go into action tonight.
As so often before, on the courage and determination of British men and women,
serving our country, the fate of many nations rests.

３月２３日にフセイン大統領がイラク国営テレビで行なった特別演説の全文は次の通り。
神の名において偉大な人民よ、勇敢な兵士たちよ。多くの敵は、我々の忍耐に驚いているだろう。
米英政府は、１９９１年以来、様々な理屈をつけては２度、３度と戦争を仕掛けてきた。この不当な目論見に立ち向かい、我々は特別な試練を耐え抜いてきた。
忍耐強き人民よ。彼らを迎え撃て。非合法で不正な侵略と戦い、包囲を排除させるため、侵略者に牙を向けよ。邪悪な者を破壊するため、信仰を持って戦え。
イラクの栄光ある人民よ。全ての不信心者に大きな被害を与えるため戦わなければならない。１９９１年以来、我々は国際的な不正に耐えてきたが、勝利は近い。
