創 (So) means creating.
氏 (shi) means second name.
改 (Kai) means renewing.
名 (mei) means first name.
So, 創氏改名 means
creating a second name & renewing the first name.
Certainly creating a second name was an imposition for Koreans who had not
second name, but renewing the first name was arbitrary, or
it was a compulsory creation of second name (names are not limited only
Japanese).
